NCSA HTTP Proxy sanity check

I need a sanity check.  I have been unable to determine if
there is an HTTP proxy available from NCSA.  Is there?
Where is the code for it located and where is the documentation
that describes how to set up a proxy using that code?

ps - we already have the CERN proxy and anticipate one from TIS
in the near future.
